Preserve first, reconstruct where needed, plan complete corridors
Oroville should maintain its streets and public infrastructure through a planned, transparent program that addresses deterioration early, directs major reconstruction toward the most damaged roads, and coordinates pavement work with drainage, utilities, sidewalks, curb ramps, crossings, and lighting.
The recommended approach preserves roads before they fail, reconstructs roads that can no longer be maintained with surface treatments, and plans street improvements as connected corridors. Earlier working estimates identify roughly 102 centerline miles of city streets and a goal of resurfacing or preserving the network over a 20–25 year cycle.
The City’s Public Works Department lists streets, storm drains, sewer systems, and public facilities among the infrastructure it maintains. The City’s Street Division also identifies paved streets, curbs, sidewalks, streetlights, and signs as responsibilities. Projects should coordinate with other agencies when a road or facility is outside City control.

Roads are daily safety, access, and cost
Roads, sidewalks, lighting, drainage, and utilities affect daily safety, access, business activity, emergency response, and the cost of maintaining public assets. Delaying routine preservation can allow a road to deteriorate to the point where a much more expensive reconstruction is required.
The City needs a transparent way to show which streets are being preserved, which require resurfacing, which require reconstruction, and why. It also needs to coordinate projects so new pavement is not cut open shortly afterward for sewer, water, storm-drain, or utility work.
Sidewalk and lighting improvements are important parts of a safe transportation system. They should be planned alongside road work, with priority given to urgent safety and accessibility needs and practical opportunities to complete work during corridor projects.
How infrastructure spending should work
- Preserve roads while lower-cost treatments are still effective.
- Reconstruct roads that have failed rather than repeatedly applying treatments that will not last.
- Rank projects using road condition, safety, access, infrastructure needs, and cost.
- Coordinate pavement work with drainage and underground utility projects.
- Consider people walking, rolling, bicycling, driving, and using mobility devices when planning corridor improvements.
- Meet applicable accessibility and safety requirements.
- Use public funds carefully, with project costs, funding sources, and results reported clearly.
- Build only what the City can maintain over its useful life.

Eight actions for a transparent infrastructure program
1.Update the infrastructure inventory and pavement plan
Have Public Works maintain an asset inventory that includes:
- Street condition and treatment history.
- Sidewalks, curb ramps, crossings, and known accessibility barriers.
- Streetlights, signs, and traffic-control features.
- Storm drains, drainage problem areas, and relevant sewer and water infrastructure.
- Planned utility work and known service conflicts.
For streets, use a consistent pavement condition method and publish a map or list showing the current condition category, recommended treatment, expected timing, and cost estimate. Update the inventory regularly and explain any gaps in the data.
2.Use a treatment hierarchy based on actual road condition
Select the treatment that matches the condition of each road:
- Routine maintenance for isolated defects and immediate hazards.
- Preventive treatments such as crack sealing or resealing where the pavement structure remains sound.
- Resurfacing where the surface has deteriorated but the road base remains serviceable.
- Reconstruction where the road structure has failed or repeated surface treatments would not provide reasonable service life.
Do not apply one treatment across the city regardless of road condition. Each project should document why the selected treatment is expected to be cost-effective over its useful life.
3.Set a rolling preservation schedule and reconstruction pipeline
Use the roughly 102 centerline miles and the 20–25 year rotation as preliminary planning assumptions until the City confirms current inventory and engineering data. A simple cycle implies treating about 4.1 miles a year over 25 years or about 5.1 miles a year over 20 years. That is a planning benchmark, not a construction commitment; actual annual mileage depends on treatment type, project bundling, available funding, and current condition data.
Maintain two coordinated lists:
- A preservation and resurfacing schedule for streets that can still benefit from lower-cost treatments.
- A reconstruction list for roads with structural failure or serious safety and access problems.
The annual work plan should explain any changes to the schedule and identify roads deferred because of funding, utility conflicts, or readiness.
4.Plan complete corridors
Before paving a corridor, review its drainage, underground utilities, sidewalks, curb ramps, crossings, lighting, signs, and access needs. Complete necessary underground work first, then pave, so the City avoids cutting into recently completed road surfaces whenever practical.
When feasible, combine related improvements into one project. Caltrans describes Complete Streets as providing mobility for people of different ages and abilities, including those walking, bicycling, and using assistive mobility devices. Oroville should apply that approach when planning City corridors, while accounting for the street’s purpose, available space, costs, and adopted plans.
5.Prioritize West Oroville/Feather River Corridor W1
Continue developing W1 as the first corridor for a coordinated pavement and infrastructure review. Before selecting construction limits, confirm the corridor boundaries, ownership and jurisdiction, pavement condition, drainage, utility needs, freight and business access, safety conditions, and available funding.
Treat the W1 plan as a corridor investment proposal, not as a commitment to reconstruct the entire area in one project. Prepare phases that can stand on their own and identify the funding and permits needed for each phase.
6.Improve sidewalks, curb ramps, crossings, and lighting
Develop a prioritized list of sidewalk and accessibility needs, including missing links, damaged sidewalks, curb ramps, and crossings near public destinations. Address urgent hazards and required accessibility improvements according to applicable law and City procedures.
Review streetlight outages and dark or poorly lit locations using service requests, field inspections, and safety information. Prioritize repairs and improvements at crossings, intersections, routes to public facilities, and other locations supported by documented need. Consider efficient lighting options where lifecycle costs and operating conditions support them.
7.Coordinate utilities and require responsible street restoration
Coordinate City departments, utility providers, and regional agencies before scheduling road work. Maintain a forward-looking list of planned utility projects and establish restoration standards for work that cuts or damages streets and sidewalks.
When a utility project requires excavation, require safe temporary conditions and timely restoration under applicable permits and agreements. Avoid repaving a street when known near-term utility work would require opening it again, unless delay would create a safety risk or violate a legal requirement.
8.Compare City delivery and contracted work on full cost
For suitable projects, compare delivery by City Public Works crews with competitive contracting. Evaluate the total cost, schedule, workforce capacity, equipment, quality, and long-term maintenance implications. Check procurement and prevailing-wage requirements for each project; do not assume that in-house delivery automatically changes which labor requirements apply.
Confirm first, then deliver and adjust
2027: Confirm the baseline

- Reconcile road funding figures with adopted budgets and actual receipts.
- Inventory sidewalk, curb-ramp, lighting, drainage, and utility needs.
- Publish a proposed annual preservation list and separate reconstruction pipeline.
- Complete a coordinated needs assessment for W1.
2028–2030: Deliver priority work
- Begin the annual preservation schedule using verified condition data.
- Pursue grants and regional partnerships for major reconstruction and corridor projects.
- Coordinate pavement work with planned drainage and utility work.
- Address urgent safety and accessibility barriers as projects are designed.
2031–2042: Maintain, measure, and adjust
- Update condition ratings and treatment recommendations regularly.
- Publish annual completed work, expenditures, and deferred needs.
- Reassess the preservation cycle, construction costs, and funding at least every five years.
- Adjust the program when engineering data or available funding changes.
Earlier working estimates — to be confirmed before use
Earlier planning discussions used a broad estimate of roughly $200 million to $250 million for long-term citywide street needs. This is not a current engineering estimate or an adopted capital plan. It should be recalculated using current pavement data, project scopes, construction bids, inflation, and the share of work involving reconstruction rather than preservation.
Earlier working figures also identified approximately $1.5 million in state road funding and about $750,000 in additional annual road-tax revenue. These amounts should be reconciled with current City budgets and actual receipts before being treated as available annual funding.
The policy does not recommend a tax increase as its starting point. It recommends first publishing the baseline, confirming existing revenue, prioritizing preservation, and pursuing grants for larger projects. Potential sources may include state and federal transportation programs, regional transportation funds, eligible local revenue, and interagency partnerships. Program rules and funding cycles change; the California Transportation Commission adopted updated SB 1 competitive program guidelines in August 2026, so eligibility and deadlines should be checked for each application.

Each major project should include design, construction, right-of-way, utility, accessibility, inspection, contingency, and future maintenance costs.
A work plan residents can see and question
- Publish a five-year street and infrastructure work plan and update it annually.
- Provide a public map showing current condition categories, proposed treatments, and completed projects.
- Explain why some streets are selected before others.
- Provide residents with clear channels to report potholes, damaged sidewalks, drainage problems, and streetlight outages.
- Hold public meetings for major corridor projects such as W1.
- Report adopted budgets, grant applications and awards, contract costs, schedule changes, and deferred work.
Report annually on
- Miles of roadway preserved, resurfaced, and reconstructed.
- The share of streets rated in each pavement condition category.
- Progress toward the 20–25 year preservation cycle.
- Number and severity of sidewalk, curb-ramp, crossing, and lighting needs identified and addressed.
- Utility and drainage projects coordinated with street work.
- Project cost per mile by treatment type, with project conditions stated.
- Grant funding sought and received.
- Service request response and completion times.
- Maintenance and operating costs for newly installed infrastructure.
What could go wrong — and how to guard against it
A preservation cycle may not be achievable with current revenues if major reconstruction needs consume a large share of the budget. Keep reconstruction as a separate, transparent funding pipeline.
Delaying accessibility, sidewalk, or lighting work may leave safety barriers in place. Address urgent and legally required needs while coordinating broader upgrades with corridor projects.
Construction costs and pavement condition can change. Update estimates and schedules rather than presenting old cost projections as firm commitments.
Utility coordination can delay paving. Publish reasons for delays and avoid unnecessary repeat excavation.
New infrastructure creates future operating and replacement costs. Include those costs in project approval.
Grant funding is competitive and uncertain. Do not depend on an unawarded grant to fund required maintenance.
Some routes are controlled by Caltrans, Butte County, or other agencies. Coordinate with the responsible agency rather than presenting those assets as City-controlled.
Protect roads before repairs become more expensive
Oroville should protect its roads before deterioration makes repairs more expensive, while making a clear plan for streets that need full reconstruction. Sidewalks, curb ramps, lighting, drainage, and utilities should be considered alongside pavement so the City can address connected needs and reduce repeat work.
The first step is to confirm current conditions, funding, and project readiness. From there, an annual public schedule can show what will be preserved, what must be rebuilt, how W1 fits into the larger program, and what residents can expect from each investment.
